Amends Idaho Code Section 49-418 to add a new veterans license plate option for service members who served in Afghanistan or Iraq during post-9/11 global operations.

Veterans license plates may display either the word "VETERAN," a recognized conflict or war period name, or the "post 9/11 global operations theater" designation for Afghanistan and Iraq veterans.

License plates must include red, white, and blue colors, designate one of five military service branches, and use a separate distinct numbering system approved by the department.

Applicants must provide proof of U.S. armed forces service via DD214 form or equivalent documentation and pay an initial $25 program fee plus annual $15 fee, with revenues split between highway administration and veterans cemetery maintenance.

Surviving spouses of qualified veterans may retain and display veteran plates on their vehicles, and may reapply if the veteran died within five years prior to reapplication.
