Establishes the Idaho State Board of Massage Therapy within the Department of Self-Governing Agencies to regulate massage therapists, with five members (four licensed therapists and one public member).

Requires massage therapists to obtain a state license, demonstrating completion of at least 500 hours of supervised instruction, high school diploma, age 18+, good moral character, and passage of a nationally recognized competency examination.

Exempts other licensed professionals (chiropractors, physical therapists, nurses, etc.) and allows unlicensed persons to practice related bodywork if services are not designated as massage therapy, including Feldenkrais, Trager approach, reiki, acupressure, and Rolfing.

Prohibits massage therapists from diagnosing conditions, performing chiropractic adjustments, applying electrical stimulation, or dispensing pharmaceuticals.

Preempts local government regulation of state-licensed massage therapists and establishes disciplinary procedures for violations including fraud, malpractice, unlawful conduct, and code of ethics violations.
