Amends Section 41-2705 to require escrow fees of title insurers and title insurance agents to be filed in accordance with rules promulgated by the director of the department of insurance.

Removes language from Section 41-2705(2) that previously required title insurance agents to file escrow fees effective January 1, 1973.

Amends Section 41-2706 to remove provisions requiring escrow, closing, or settlement fees to be filed by title insurers or agents and approved in the same manner as title insurance premiums.

Maintains existing requirements for title insurers to file premium rates and policy classifications, and for rates to be justified and approved by the department of insurance director.

Preserves provisions allowing the director to require title insurers and agents to submit information regarding expenses, loss experience, underwriting risks, and other material matters.
