Amends Section 54-1752 of Idaho Code to add and clarify 16 definitions for terms used in the Wholesale Drug Distribution Act (sections 54-1751 through 54-1759).

Defines key terms including "authentication," "authorized distributor of record," "chain pharmacy warehouse," "drop shipment," "pedigree," "repackager," and "wholesale distributor."

Establishes that wholesale distributors must be licensed and, except for certain chain pharmacy warehouses, must be authorized distributors of record to be considered part of the normal distribution channel.

Specifies exemptions from wholesale distribution requirements including intracompany sales, emergency medical transactions, drug samples, hospital returns, drug donations, and certain veterinary pharmacy sales.

Declares an emergency, making the act effective upon passage and approval.
