Senate Bill 1110 Summary

• Adds new section 33-1004I to Idaho Code establishing a statewide pay for performance system for certificated school employees funded through the educational support program, effective July 1, 2012.

• Creates three bonus categories: (1) pay for performance bonuses based on student achievement growth and test score excellence measured by school quartiles; (2) hard to fill position bonuses for designated teaching certificates/endorsements ranked by recruitment difficulty; (3) leadership awards for up to 25% of instructional employees performing additional duties like mentoring, curriculum development, or obtaining national board certification.

• Allocates 507 support units for fiscal year 2013, increasing to 680 units for fiscal year 2014 and thereafter, with distributions split 74.1% for pay for performance, 7.4% for hard to fill positions, and 18.5% for leadership awards beginning in 2014.

• Requires all bonuses be paid as lump sums by December 15 and allows school districts to shift funds between hard to fill position and leadership award allocations while maintaining applicable percentage caps.

• Preserves legislature's authority to adjust education funding formulas based on public school needs and the state constitutional balanced budget requirement.
