Amends Section 6-904B, Idaho Code, to add a new exception to governmental liability for decisions, acts, or omissions relating to the operation of impoundments, ditches, canals, drains, or conduits used for irrigating or drainage purposes.

Governmental entities and their employees remain protected from liability when acting within the scope of employment without malice, criminal intent, gross negligence, or reckless and willful conduct under the existing nine enumerated exceptions.

Makes technical corrections to the existing exceptions, including renumbering subsection (9) and clarifying language regarding inspection duties and permit/license issuance decisions.
