Licensees or facilities with total race handle exceeding $5,000,000 from live and simulcast races in the last calendar year must hold minimum of 8 races per day and minimum of 46 days of racing unless otherwise agreed by licensee and horsemen's group.

Licensees or facilities with total race handle of $5,000,000 or less must hold minimum of 6 races per day and minimum of 2 days of racing.

Licensees must pay in advance a fee of not less than $25.00 per day of racing to the state treasurer, with fees placed in the public school income fund.

Creates the simulcast purse moneys fund in the state treasury to hold all simulcast purse moneys accrued as required by horsemen's agreements, with perpetual appropriation to the Idaho racing commission for distribution.

State treasurer shall invest idle moneys in the simulcast purse moneys fund and return any interest received to the fund.
