Amends Section 19-2905 to revise definitions in the Idaho Bail Act, including clarifications to "certificate of surrender," "surrender," and other bail-related terms.

Amends Section 19-2913 to specify that surety insurance companies, bail agents, and persons posting property bonds or cash deposits must provide a certificate of surrender to the sheriff and file it with the court within 5 business days, after which the court shall order bail exonerated.

Adds Section 19-2924 establishing that surety insurance companies, bail agents, and persons posting property bonds or cash deposits have the right to avail themselves of exoneration provisions of the Idaho Bail Act for any reason sufficient to themselves.

Clarifies that defendants may surrender themselves to the sheriff at any time before bail forfeiture, and the sheriff shall accept and incarcerate the defendant in lieu of the original bail.
