Amends Idaho Code Section 23-1031 to allow brewers, wholesalers, and dealers to establish deposit accounts for licensed retailers upon request for prepayment of beer prior to delivery.

Amends Idaho Code Section 23-1326 to allow distributors to establish deposit accounts for licensed retailers upon request for prepayment of wine prior to delivery.

Clarifies that first party checks, electronic funds transfers, and debit cards do not constitute extensions of credit in violation of existing cash payment requirements.

Maintains existing prohibition on credit extensions while providing an alternative payment mechanism through prepaid deposit accounts.
