Removes references to sections 58-310A and 58-310B from Idaho Code section 58-310, which previously authorized exceptions to standard auction procedures for state land leases.

Repeals sections 58-310A and 58-310B entirely, which provided special provisions for leases of single-family recreational cottage sites and homesites that were not subject to conflict application and auction provisions.

Establishes that all competing applications to lease the same state land must proceed through standard auction procedures where the highest premium bidder wins the lease at annual rental rates set by the state board of land commissioners.

Requires the director of the department of lands to provide at least 14 days' notice by letter to all applicants before conducting lease auctions.

Declares an emergency effective date, making the act effective upon passage and approval.
