Adds new section 33-1021 to establish funding procedures when a public charter school closes mid-school year, requiring districts and charter schools to report newly enrolled students from closed schools to the state department of education.

Directs the state department of education to calculate and provide supplemental funding to receiving districts or charter schools based on enrollment of students from closed schools, prorated according to the percentage of days remaining in the school year.

Amends section 33-5208 to clarify that the new charter school closure funding provisions apply to all public charter schools covered under that chapter.

Maintains existing public charter school funding formulas including per-student support, special education funding, alternative school support, and transportation support with specified distance and residency criteria.

Preserves advance payment provisions allowing public charter schools to receive 25% of estimated annual apportionment in their first year of operation or when student population increases by 20 or more students.
