Appropriates $189,000 from the Division of Human Resources Fund to the Division of Human Resources for operating expenditures for the period July 1, 2010, through June 30, 2011.

Transfers $756,000 from the Division of Human Resources Fund to the General Fund upon passage and approval.

Appropriates $1,581,300 to the Division of Human Resources from the Division of Human Resources Fund for fiscal year 2012, consisting of $969,700 in personnel costs and $611,600 in operating expenditures.

Authorizes the Division of Human Resources no more than 13 full-time equivalent positions during fiscal year 2012, unless specifically authorized by the Governor, with prompt notification to the Joint Finance-Appropriations Committee of any increases.

Directs the Division of Human Resources to pay the Division of Professional-Technical Education from operating expenditures for the cost of providing statewide management and human resources training through the state interagency billing process.
