Amends Section 36-104, Idaho Code, to add a new limitation on the powers of the Idaho Department of Fish and Game and the Fish and Game Commission.

Prohibits the department and commission from enforcing or entering into agreements with federal agencies to enforce federal laws or regulations relating to road closures on federal land.

Prohibits the department and commission from enforcing or entering into agreements with federal agencies to enforce any other federal laws or regulations relating to roads on federal land.

Maintains all existing powers and duties of the commission regarding state wildlife management, hunting and fishing regulations, and land acquisition.
