Appropriates $4,746,700 to the Idaho State Historical Society for fiscal year 2012 (July 1, 2011 through June 30, 2012) from General Fund ($2,117,800), Miscellaneous Revenue Fund ($1,122,800), Capitol Endowment Income Fund ($104,700), and Federal Grant Fund ($1,401,400).

Authorizes the Idaho State Historical Society no more than 47.02 full-time equivalent positions during fiscal year 2012, unless specifically authorized by the Governor.

Directs the Historical Society to reconcile its federal fund balance to identify any nonfederal money and prioritize expending those nonfederal moneys before spending general funds.

Requires any general fund savings resulting from identified nonfederal moneys in the federal fund (minus cash flow needed for federal grant programs) to be transferred back to the state general fund as soon as practicable.
