Appropriates $11,008,100 to the Division of Building Safety for the period July 1, 2011, through June 30, 2012, comprised of $8,687,500 for personnel costs, $2,062,500 for operating expenditures, and $258,100 for capital outlay.

Funds come from four sources: State Regulatory Fund ($9,882,800), Miscellaneous Revenue/Industrial Safety Fund ($700,300), Miscellaneous Revenue/Logging Fund ($384,400), and Federal Grant Fund ($40,600).

Authorizes the Division of Building Safety to maintain no more than 141 full-time equivalent positions during the fiscal year, unless the Governor specifically authorizes additional positions.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any positions authorized by the Governor beyond the 141-position limit.

Directs the Division of Building Safety to consider fuel efficiency when identifying replacement vehicles for its fleet, consistent with Executive Order No. 2007-21 on reducing fossil fuel use and greenhouse gas emissions from state vehicles.
