Appropriates $29,490,900 to the Department of Commerce for fiscal year 2012 (July 1, 2011 through June 30, 2012) from multiple funds including General Fund ($3,931,300), Tourism and Promotion Fund ($8,301,400), and Federal Grant Fund ($16,350,700).

Allocates funds across three expense categories: personnel costs ($3,364,300), operating expenditures ($5,540,900), and trustee and benefit payments ($20,585,700).

Limits the Department of Commerce to a maximum of 53 full-time equivalent positions during the fiscal year 2012 period, unless specifically authorized by the Governor.

Requires the State Controller to transfer $282,500 from the Business and Jobs Development Fund to the General Fund on or after July 1, 2011.

Mandates the Joint Finance-Appropriations Committee be notified promptly if the Governor authorizes any increased positions beyond the 53-position limit.
