Appropriates $1,382,300 to the Division of Financial Management for fiscal year 2012 (July 1, 2011 through June 30, 2012), with $1,343,300 from the General Fund and $39,000 from the Miscellaneous Revenue Fund.

Limits the Division of Financial Management to no more than 18 full-time equivalent positions during the fiscal year 2012 period, unless specifically authorized by the Governor.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any increased positions authorized by the Governor.

Exempts the Division of Financial Management from appropriation object transfer limitations, allowing unlimited transfers between object codes for all appropriated moneys during fiscal year 2012.

Prohibits transfer of legislative appropriations from one fund to another fund unless expressly approved by the Legislature.
