Amends Idaho Code Section 23-1031 to allow brewers, wholesalers, and dealers to extend credit on beer sales to licensed retailers for a period not to exceed five (5) business days from time of delivery.

Amends Idaho Code Section 23-1326 to allow distributors to extend credit on wine sales to retailers for a period not to exceed five (5) business days from time of delivery.

Permits acceptance of first party checks, electronic funds transfers, debit cards, and credit cards from retailers without these being deemed as extensions of credit under either section.

Maintains that cash payment at time of or prior to delivery remains an acceptable payment method for both beer and wine sales to retailers.

Specifies that violations of the credit extension provisions constitute giving and receiving of prohibited aid or assistance to licensed retailers.
