Appropriates $396,707,600 to the State Board of Education for college and universities for fiscal year 2012 (July 1, 2011 through June 30, 2012), distributed among Boise State University ($129,450,100), Idaho State University ($105,417,900), University of Idaho ($135,687,600), Lewis-Clark State College ($23,633,900), and systemwide needs ($2,518,100).

Reappropriates unexpended and unencumbered balances from fiscal year 2011 dedicated and federal funds for nonrecurring expenditures during fiscal year 2012.

Designates $140,000 of systemwide General Fund moneys for Office of the State Board of Education systemwide needs, $1,435,500 for the Higher Education Research Council, and $942,600 for instructional technology projects and the Idaho Electronic Campus.

Exempts the State Board of Education from program transfer limitations for fiscal year 2012, allowing unlimited transfers between programs, except that legislative appropriations cannot be transferred between different funds without express legislative approval.
