Appropriates $30,000 from the General Fund to the Board of Regents of the University of Idaho and State Board of Education for Scholarships and Grants Program for the period July 1, 2010, through June 30, 2011.

Appropriates $10,353,000 to the Board of Regents and State Board of Education for fiscal year 2012 (July 1, 2011 through June 30, 2012) across six programs: Forest Utilization Research ($490,000), Geological Survey ($671,800), Scholarships and Grants ($8,382,000), Museum of Natural History ($435,200), Small Business Development Centers ($236,100), and TechHelp ($137,900).

Authorizes maximum full-time equivalent positions for each program during fiscal year 2012: Forest Utilization Research (4.38), Geological Survey (9.78), Scholarships and Grants (0.25), Museum of Natural History (7.2), Small Business Development Centers (3.87), and TechHelp (1.75).

Directs that Idaho Robert R. Lee Promise B Scholarship funds be used as matching money for students who participated in GEAR UP programs and meet eligibility requirements, while also allowing students who did not participate in GEAR UP but meet eligibility requirements to receive the scholarship.

Declares an emergency for Section 1 of the act, making it effective immediately upon passage and approval.
