Requires all education providers to maintain publicly available websites displaying expenditure data by December 1, 2011, including vendor names, amounts, dates, purposes, and supporting documents in searchable formats.

Establishes fractional average daily attendance counting for students attending multiple school districts or taking online courses, with home districts remitting two-thirds of funding to online course providers.

Distributes funding for public school technology, math and science courses, dual credit programs, and mobile computing devices with teacher training; requires online courses to meet accreditation and certification standards beginning in the 2012-2013 school year.

Authorizes public postsecondary institutions to operate public charter high schools under the same charter school law provisions as traditional public charter schools, with the institution president or designee serving as the board of trustees.
