Amends Idaho Code Section 23-1031 to permit licensed retailers to purchase beer using electronic funds transfers in addition to cash payments, provided the transfer is initiated and completed within five (5) business days of delivery.

Establishes that electronic funds transfers and debit cards do not constitute credit extensions under beer sales regulations, while first party checks also remain permitted.

Any retailer attempt to delay electronic funds transfer payment beyond five business days is deemed an acceptance of credit and constitutes a violation.

Amends Idaho Code Section 23-1326 to apply identical electronic funds transfer payment provisions to wine sales as now apply to beer sales.

Violations of electronic funds transfer payment deadlines constitute prohibited aid or assistance to retailers under sections 23-1033 (beer) and 23-1325 (wine).
