Appropriates $23,430,500 to the Division of Vocational Rehabilitation for fiscal year 2012 (July 1, 2011 through June 30, 2012) across four programs: Community Supported Employment ($3,336,100), Renal Disease Services ($504,400), Vocational Rehabilitation ($19,401,600), and Council for the Deaf and Hard of Hearing ($188,400).

Limits the Division of Vocational Rehabilitation to a maximum of 151 full-time equivalent positions during fiscal year 2012, with any increases requiring Governor authorization and notification to the Joint Finance-Appropriations Committee.

Directs the Division of Vocational Rehabilitation and Department of Health and Welfare to develop a plan to transfer the Renal Disease Services Program from the Division of Vocational Rehabilitation to the Department of Health and Welfare, focusing on maintaining services while eliminating programmatic and administrative overlap.

Requires submission of recommendations regarding the Renal Disease Services Program transfer to the House Health and Welfare Committee, Senate Health and Welfare Committee, and Joint Finance-Appropriations Committee by December 1, 2011, for consideration during the 2012 Legislative Session.

Declares an emergency, making Section 1 (amending the prior year appropriation) effective upon passage and approval.
