Amends Idaho Code Section 34-1501 to require the Secretary of State to prepare presidential elector certificates according to the national popular vote agreement when it governs in a particular year.

Creates new Chapter 16, Title 34, Idaho Code, enacting the "Agreement Among the States to Elect the President by National Popular Vote" as Idaho law.

Agreement takes effect when states cumulatively possessing a majority of electoral votes have enacted it in substantially the same form.

Member states must conduct statewide popular elections for president and vice-president, with presidential electors appointed based on the national popular vote winner rather than state results.

Agreement terminates if the Electoral College is abolished and allows member states to withdraw except within 6 months of the end of a presidential term.
