Appropriates $10,710,400 to the Board of Regents of the University of Idaho and the State Board of Education for Health Education Programs for fiscal year 2012 (July 1, 2011 through June 30, 2012).

Funds seven health education programs: Washington-Idaho Veterinary Education ($1,811,300), WWAMI Medical Education ($3,888,500), Idaho Dental Education Program ($1,530,400), University of Utah Medical Education ($1,242,400), Family Medicine Residencies ($1,938,200), WICHE ($188,200), and Psychiatry Residency ($111,400).

Authorizes no more than 20.5 full-time equivalent positions during the fiscal year, unless additional positions are specifically authorized by the Governor with prompt notification to the Joint Finance-Appropriations Committee.

Reappropriates any unexpended and unencumbered balances from dedicated funds appropriated for fiscal year 2011 to the State Board of Education for Health Education Programs for nonrecurring expenditures during fiscal year 2012.
