Appropriates $7,077,700 from the Idaho Millennium Income Fund for fiscal year 2012 (July 1, 2011 through June 30, 2012) distributed to: Public Health Districts ($250,000 for tobacco cessation programs), Department of Health and Welfare ($650,000 for tobacco counter-marketing and nicotine replacement therapy), Idaho Supreme Court ($420,000 for youth and diversion courts), Idaho State Police ($94,000 for youth tobacco investigations), and Idaho Department of Correction ($5,663,700 for community-based substance abuse treatment for felony offenders).

Appropriates an additional $500,000 from the Idaho Millennium Income Fund to the State Treasurer for the Idaho Meth Project for fiscal year 2012, to be expended from trustee and beneficiary payments.

Requires any unexpended and unencumbered moneys from the appropriations in Section 1 to revert to the Idaho Millennium Income Fund on June 30, 2012, with the State Controller then transferring reverted moneys and all earned income to the Idaho Millennium Fund.
