Senate Bill 1206 Summary

• Appropriates $1,561,069,300 from multiple sources (General Fund, federal grants, endowment earnings, and other revenue) to the Educational Support Program for the fiscal year July 1, 2011 through June 30, 2012.

• Reduces instructional staff base salary from $23,565 to $23,123 and administrative staff base salary from $32,441 to $31,833; suspends master teacher salary bonuses through June 30, 2011 and eliminates future liabilities for those bonuses.

• Authorizes school districts and charter schools to use $17.6 million from the School District Building Account as discretionary funds and temporarily relieves the state of school maintenance matching fund requirements.

• Allocates $9.4 million for reading and math initiatives, $4 million for limited English proficiency programs, and $6 million to the Idaho Digital Learning Academy with tuition capped at $75 per enrollment.

• Eliminates all appropriations for expectant or delivered mothers programs and directs the State Department of Education to compile and report dual enrollment program data by December 31, 2012.
