Establishes the Idaho Youth Challenge Program as a multi-phased youth intervention program with a residential phase of at least 22 weeks and a post-residential phase of at least 12 months involving mentors.

Program focuses on assisting participants in achieving a high school diploma or GED and helping them become productive members of society through education and practical life skills training.

Program shall be administered by the state adjutant general in conjunction with either an appropriate school district board of trustees or a governor-appointed governing board whose structure and member qualifications are to be established by rule.

Adjutant general is authorized to establish eligibility criteria, appoint a board of admissions to select participants, enter into contracts, and promulgate rules necessary for program implementation.

Program sunsets on July 1, 2014, and may be discontinued earlier if funding is inadequate, with discontinuation to be determined by joint letter from the governor, senate president pro tempore, and house speaker.
