Authorizes the Idaho Transportation Board to enter into agreements with the Idaho Housing and Finance Association to finance federally-eligible highway transportation projects using GARVEE bonds (federal-aid debt financing).

Establishes a list of 12 eligible highway projects plus a statewide bridge safety program that the board may select for bond financing, including routes on US-95, I-84, US-93, SH-75, US-20, and US-30.

Adds a statewide bridge safety program as an eligible funding category, prioritized by the board based on bridge condition, age, route average daily traffic, and restrictions due to width, height, or load limits.

Sets debt service limits at 20% of annual federal-aid highway apportionments through fiscal year 2010, increases to 30% for fiscal year 2011 and thereafter, with any increases above 30% requiring approval by both legislative chambers and the governor.

Changes the annual reporting deadline from June 30 to September 30 each year, requiring the board to submit reports on projects under construction and list planned projects for the next fiscal year.
