Amends Rule 19 to assign the Judiciary and Rules Committee responsibility for printing and engrossing bills, resolutions, memorials, and session laws, and for negotiating and executing printing contracts.

Removes the Senate's former separate Printing Committee and consolidates its duties within the existing Judiciary and Rules Committee.

Maintains standing committees in Agriculture, Commerce and Human Resources, Education, Finance, Health and Welfare, Judiciary and Rules, Local Government and Taxation, Resources and Environment, State Affairs, and Transportation.

Amends Rule 29 to clarify that motions to strike out and insert cannot be divided, but separate motions to strike out or to insert do not preclude additional motions to amend or strike out and insert.

Updates cross-references in Rule 29 from Rule 9(D) to Rule 9(EF) regarding amendment procedures in the Committee of the Whole.
