Revises elector qualifications to require 30 days residency in Idaho and the county prior to election day, and nullifies Idaho residency for any citizen declaring "permanent resident" status in another country or state.

Requires absentee ballot applications to include a written warning that false information constitutes perjury punishable by up to 2 years imprisonment and/or fines up to $2,000.

Modifies absentee ballot counting procedures to require that absentee ballot envelopes and ballots must be counted and secured, with all ballots and the envelope voided if more than one ballot appears in an envelope.

Establishes that state, county, and city residency requirements take precedence over federal uniformed and overseas citizens absentee voting act (UOCAVA) statutes, and requires separate federal-only ballots for those voting under UOCAVA.

Requires county clerks to submit written audit procedures governing elections from ballot printing through final vote count to the secretary of state seven days prior to each election, and prohibits secretary of state rules from amending or contradicting state statutes.
