Amends Idaho Code Section 33-3717B to revise the definition of "resident student" for tuition and fee purposes at public higher education institutions.

Reorganizes and renumbers categories of resident students, including military service members, National Guard members, dependents of military members, and Idaho Native American tribal members (Coeur d'Alene, Shoshone-Paiute, Nez Perce, Shoshone-Bannock, and Kootenai tribes).

Clarifies that dependent children of military members stationed in Idaho qualify as resident students and retain resident status if the parent is transferred on military orders.

Establishes criteria for proving Idaho domicile, including filing state income tax returns, maintaining full-time employment, or owning living quarters for at least 12 months.

Requires the State Board of Education and Board of Regents to adopt uniform rules for determining resident status and establishes appeal procedures through district court.
