Removes all references to the presidential primary and presidential preference primary from Idaho Code sections 34-102, 34-601, 34-713, 34-1205, and 34-1208.

Repeals sections 34-731 through 34-739 of Idaho Code, which contained the statutory framework governing presidential primary elections.

Eliminates the requirement for county clerks to publish names of presidential preference primary ballot candidates and removes presidential primary ballot printing cost provisions from county budgets.

Removes the requirement for county boards of canvassers to meet within seven days after presidential preference primary elections and eliminates county clerk certification of presidential primary election results to the secretary of state.

Declares an emergency, making the act effective immediately upon passage and approval.
