Establishes Rural Health Care Access Fund and Rural Physician Incentive Fund to be administered by the Department of Health and Welfare, with the physician incentive fund receiving moneys from fees assessed to medical students supported by the state pursuant to interstate compacts.

Creates Joint Health Care Access and Physician Incentive Grant Review Board composed of representatives from medical associations, hospitals, nursing, physician assistants, health education centers, and county associations to award grants and establish eligibility criteria.

Authorizes rural health care access grants up to $35,000 per year for three-year periods to governmental and nonprofit entities in primary care shortage areas for recruitment, telehealth projects, community development, and other activities improving primary care access.

Authorizes physician incentive grants up to $50,000 over four years for rural physicians practicing primary care medicine in medically underserved areas to repay qualified medical education debt, with preference given to Idaho residents who paid the physician incentive fee.

Repeals sections 33-3724, 33-3725, and 39-5911 of Idaho Code and establishes procedures for grant applications, award schedules, evaluation criteria, fund disbursement, and penalties for fraudulent applications.
