Prohibits camping on state-owned or leased property including the Capitol Mall, except at designated recreational camping grounds, areas, or facilities.

Exempts endowment lands, department of parks and recreation lands, and department of fish and game lands from the camping prohibition.

Defines "camp" or "camping" as using property as a temporary or permanent dwelling, lodging, or living accommodation, including storing belongings, using tents, cooking, laying out bedding, or making fires.

Establishes violation of the camping prohibition as an infraction, requiring violators to remove all personal property from state property.

Requires state agencies to hold removed property in a secure location for at least 90 days with posted notice; property may be disposed of if unclaimed after 90 days, and a reasonable storage fee may be assessed upon retrieval.
