Adds "Idaho grape product" definition to include juices, raisins, wines, and other grape by-products produced in Idaho and grapes grown in Idaho for these purposes.

Expands commission powers to host, sponsor, or participate in activities and events dispensing or serving Idaho grape products to retailers, distributors, importers, evaluators, judges, and members of the public, with authority to charge admission fees.

Authorizes commission to solicit and receive donations of Idaho grape products, purchase Idaho grape products for promotion, and donate products to activities, events, trade groups, and charitable purposes.

Exempts commission activities from state licensing, permit, and registration requirements, including the authority to dispense or serve wine samples on unlicensed premises without obtaining wine sale licenses.

Restricts commission from receiving payment for Idaho grape products served or dispensed, limits wine service to authorized commission members and employees of legal drinking age, and prohibits unauthorized individuals from serving products unless otherwise authorized by law.
