Requires the county clerk to mail ballots between 24 days before and 14 days before election day, with postage prepaid for return.

Mandates the clerk provide registration on election day and an official polling place in the clerk's office for mail ballot precinct residents who register on election day.

Specifies primary election ballot distribution rules for voters with political party affiliation and for unaffiliated voters, including a ballot request form process.
