Amends Idaho Code Section 34-502 to require county central committees to meet within 10 days after the general election (rather than the primary election) at the county seat, with time and date designated by the incumbent county chairman.

Amends Idaho Code Section 34-503 to require legislative district central committees to meet within 11 days after the general election (rather than the primary election), at a location within the legislative district or a contiguous district.

County central committees elect a chairman, vice chairman, secretary, state committeeman, state committeewoman, and other officers at their meeting.

Legislative district central committees elect a chairman, vice chairman, secretary, and other officers at their meeting.

Declares an emergency, making the act effective immediately upon passage and approval.
