Amends Idaho Code Section 41-406 to revise distribution of insurance premium taxes, fines, and penalties collected by the Department of Insurance

Removes prior language requiring eighty percent (80%) of excess funds above $55 million to go to CHIP Plan B and children's access card program, and removes the twenty percent (20%) cap of $1,200,000 annually for small business health insurance pilot program

Simplifies language regarding appropriation of excess premium tax revenues above $55 million to the Idaho health insurance access card fund without specifying the allocation percentages

Declares an emergency, making the act effective immediately upon passage and approval
