Authorizes county commissioners to pay for authorized expenses directly or indirectly through alternative programs to manage health care costs for indigent persons, in addition to existing payment obligations.

Grants county commissioners the right to negotiate provider agreements, conduct utilization management, transfer patients, and contract with providers to assist in managing health care costs.

Authorizes the Catastrophic Health Care Cost Program board to pay for authorized expenses and use alternative programs to manage health care costs for indigent persons whose medical expenses exceed $11,000 per resident in any consecutive 12-month period.

Declares the act an emergency measure effective upon passage and approval, with retroactive application to July 1, 2011.
