Revises the definition of "employee" in Idaho Code Section 59-1302 to require one thousand three hundred eighty-seven (1,387) hours per week instead of twenty (20) hours per week, or half-time employment for school teachers.

Modifies the threshold for continuous employment exclusions from five (5) consecutive months to one thousand three hundred eighty-seven (1,387) hours in a calendar year.

Clarifies that persons separated from service with less than one thousand three hundred eighty-seven (1,387) hours who are reemployed within thirty (30) days in the same calendar year continue to be treated as employees without a break in service.

Excludes employees with less than one thousand three hundred eighty-seven (1,387) hours in a calendar year from retirement system participation and benefit eligibility.

Declares an emergency, making the act effective immediately upon passage and approval.
