Clarifies that recreational park trailers installed in recreational vehicle parks or used for their intended purpose are excluded from the definition of modular buildings requiring state approval.

Modifies insignia placement requirement to specify that insignias shall be placed on the front, left-hand side of buildings as prescribed by administrative rule, removing previous prescriptive language.

Establishes that owners, dealers, or installers must obtain an installation permit from either the division of building safety or local governments with certified building inspectors before installing a modular building.

Requires all modular building installations to be inspected and recorded on an inspection record form, with a copy provided to the property owner upon completion.

Exempts commercial coaches located on active construction sites for use as construction offices or storage facilities for not more than 240 days from inspection requirements, with possible extensions upon demonstrated cause.
