Creates a new "Nonresident Hunting With Three Day Fishing License" for persons 12 years of age or older, allowing hunting of game birds, small game animals, unprotected birds and animals, and predatory birds and animals, plus three consecutive days of fishing for any fish except steelhead trout and anadromous salmon.

Eliminates the standalone nonresident hunting license (changes fee status from $153.00 to N/A) and replaces it with the combined hunting and three-day fishing license at $153.00.

Persons 11 years of age may obtain the license to apply for controlled hunt permits but cannot hunt until reaching 12 years of age.

License holders must purchase game tags as provided in section 36-409(b) of Idaho Code.

Amends the license fee schedule in Section 36-416 to establish the new license type and adjust nonresident fee classifications accordingly.
