Establishes the Idaho Territory Sesquicentennial Special License Plate Program under new section 49-420L of Idaho Code.

Vehicle owners can apply for sesquicentennial license plates in lieu of regular plates, with an initial fee of $35.00 and annual renewal fee of $25.00 in addition to regular registration fees.

Fees are allocated as follows: $13.00 of initial fee and $13.00 of renewal fee to state highway account for program administration; $22.00 of initial fee and $12.00 of renewal fee to respective county historical societies or designated entities for heritage and cultural resource projects.

Plate availability limited to vehicles with maximum gross weight of 26,000 pounds or less, subject to department rules and procedures.

Initial plate design costs paid by the Lewiston historic preservation commission; sample plates available for $30.00 with $13.00 to state highway account and $17.00 to county historical society.
