Requires guyed towers 50 feet or more in height located outside incorporated cities on rural, undeveloped, agricultural, or desert land to be marked, lighted, and painted to be visible from 2,000 feet during daylight hours.

Mandates towers be painted with seven equal alternating bands of aviation orange and white, starting with orange at the top and ending with orange at the base.

Requires a flashing light at the tower top visible from 2,000 feet in clear air with the naked eye and visible with night vision goggles.

Requires two marker balls evenly spaced on each outside guy wire, a 7-foot safety sleeve at each anchor point, and contrasting surface appearance under the tower footprint and 6 feet beyond outer anchors.

Existing towers must comply within one year of the act's effective date; new towers must comply at time of erection; violations are misdemeanors.
