Authorizes the administrator of the Division of Veterans Services or designee to be appointed as payee, fiduciary, or agent to receive funds payable to veterans home residents, subject to the paying entity's customary appointment procedures.

Requires the administrator to provide residents with notice and opportunity to appeal the appointment before accepting funds, with appeal procedures established by administrative rule.

Mandates all received funds be held in trust for the resident's benefit and applied to expenses arising from residence at the veterans home, with excess funds available for other reasonable resident expenses.

Requires the administrator to maintain accounting records of all funds received and distributed, with copies available to the resident and designated parties.

Upon resident discharge and payment of all outstanding expenses, the administrator must distribute remaining funds to the resident or the resident's designee.
