Increases the Idaho Board of Scaling Practices from five to six appointed members (plus the department of lands director), representing manufacturing, logging and transportation, nonindustrial private forest landowners, and industrial forest landowners.

Specifies two manufacturing representatives appointed from intermountain forest association nominees: one from companies consuming less than 100 million board feet of logs annually and one from companies consuming more than 100 million board feet annually.

Specifies two logging and transportation representatives appointed from associated logging contractors of Idaho nominees: one from north of the Salmon River and one from south of the Salmon River.

Requires the nonindustrial private forest landowner representative to own between 100 and 50,000 acres of private forest land and prohibits ownership or control of a forest products manufacturing facility.

Adds provision that upon expiration of a term of office, a board member shall continue to serve until a successor has been appointed, and declares an emergency for immediate implementation.
