Amends Section 49-402 to add reference to new national motto license plate program in the special license plate fee structure.

Creates new Section 49-420L authorizing Idaho vehicle owners to apply for special national motto license plates in lieu of regular plates, with restrictions on vehicles over 26,000 pounds gross weight.

Establishes fee structure of $35.00 initial fee and $25.00 annual renewal fee, with $13.00 of each fee deposited to the state highway account for program administration and remaining amounts transferred to the American Heritage Foundation, Inc.

Directs American Heritage Foundation to use received funds for public education regarding U.S. foundational principles, founding fathers, the national motto, patriotism, citizenship, and support for military service, law enforcement, educators, and first responders.

Allows vehicle owners to transfer plates to other vehicles upon payment of transfer fees and permits purchase of sample national motto plates for $30.00, with funds split between state highway account and American Heritage Foundation.
