Revises the Idaho Honey Advertising Commission's duties to include setting honey quality, identity, and labeling standards by rule, and conducting advertising and education campaigns about honey and beekeeping.

Establishes rulemaking authority for the Commission to promulgate reasonable rules for enforcement of honey regulations, including establishing standards of identity, quality, and labeling in consideration of federal and other state standards.

Authorizes the Director of Agriculture or Commission agents to enter factories, warehouses, vehicles, and other premises during business hours to sample honey, inspect equipment and records, and determine compliance with good manufacturing practices.

Creates penalties for violations including misdemeanor charges with fines up to $3,000 and up to 12 months imprisonment, plus civil penalties up to $10,000 per offense, with authority to issue warnings for minor violations.

Provides for "stop sale, use, or removal" orders on non-compliant honey and authorizes seizure and disposal of adulterated honey by court order, while allowing claimants opportunity to request release or permission to process or relabel honey to achieve compliance.
