Amends Section 67-4126 to make the Idaho State Historical Society board responsible for records management services for state government, including management, storage, and retrieval of all state-created records under retention, with authority to charge reasonable fees for these services.

Creates the "Records Management Services Fund" in the state treasury to receive and hold payments from state and local governmental agencies for records management services, with all moneys appropriated by the legislature for operations of maintaining, storing, and retrieving governmental records.

Authorizes the Idaho State Historical Society to develop rules, guidelines, and procedures governing records management, including retention periods, destruction procedures, efficient space and resource utilization, microfilming and imaging services, and electronic records management protocols.

Requires the Idaho State Historical Society to develop and provide all state agencies with a records management manual containing all rules and procedures, which may be provided in electronic format.

Repeals four existing sections of Idaho Code (67-5751, 67-5751A, 67-5752, and 67-5753) relating to records management, historical records, records management manuals, and microfilming services.
